Continuing Rate Escalations

Washington state homeowners are seeing rising electricity rates in 2024 and 2025 as utilities adjust pricing to cover infrastructure improvements, clean energy investments, and increasing operational costs. With major providers such as Seattle City Light (SCL), Puget Sound Energy (PSE), Snohomish PUD, and OPALCO implementing rate hikes, it’s more important than ever to understand how these changes will impact your bills—and what you can do to offset the costs.

What’s Changing?

Here’s a breakdown of the latest rate hikes across key utilities:

  • By 2026, rates will rise another 9.58% ($11.20/month).
  • Natural gas customers are also facing steep hikes, with a 17.29% increase in 2025 followed by 1.59% in 2026.
  • These increases will help fund grid modernization, electric vehicle infrastructure, clean energy projects, and wildfire mitigation efforts.

Snohomish PUD

  • Implemented a 3% rate increase in 2024, amounting to an average increase of $6 per month for residential customers.
OPALCO Logo

OPALCO (San Juan County)

  • 2025: A 5% increase was approved, resulting in an average $7 per month rise for residential customers.
  • The utility cites clean energy projects and grid reliability improvements as primary cost drivers.

Why Are Rates Increasing?

Several factors are contributing to these rate hikes:

Aging Infrastructure & Modernization

Many utilities are upgrading power lines, transformers, and substations to improve reliability. Seattle City Light, for example, is installing line sensors to reduce outages.

Clean Energy Investments

Washington’s Clean Energy Transformation Act (CETA) requires utilities to transition to 100% clean electricity by 2045. PSE’s new Beaver Creek Wind Farm is one example of how utilities are shifting toward renewables.

Wildfire Prevention & Extreme Weather Adaptation

Utilities are spending more on vegetation management, weather stations, and AI cameras to reduce wildfire risks.

Higher Operating Costs

Labor, materials, and fuel costs have risen, forcing utilities to increase rates.

How Can Homeowners Offset Rising Costs?

While electricity rates are increasing, homeowners have options to lower their energy bills:

Install Solar Panels

Solar power protects you from rising energy rates, allowing you to lock in lower electricity costs. Washington offers net metering, meaning excess solar energy is credited to your bill.

Add Battery Storage

Installing battery storage systems allows you to maximize the clean energy you generate if you have solar. A stand-alone battery system can help keep the lights on when the grid goes down, protecting your comfort and food that would otherwise spoil! PSE’s Flex Battery Program offers incentives for homeowners who install backup batteries.

Inside of SPAN system

Improve Energy Efficiency with SPAN

Span can help you manage your electricity usage more efficiently. Span allows you to track your energy consumption in real time and prioritize different circuits to maximize savings and energy efficiency. Implementing these strategies together can lead to substantial savings on your energy bills.

Utilize Incentive Programs

Seattle City Light’s Utility Discount Program offers 60% off electricity bills for qualified households. You can also review SCLs energy tips Federal tax credits can cover 30% of the cost of solar and battery installations, lowering the costs to protect your home from outages and reduce your bills from solar energy generation.
