Initiative 2117 and 2066 will appear on the ballot in November, and their outcomes could significantly impact the state’s ability to meet its decarbonization goals under the Clean Energy Transformation Act (CETA).

What is CETA?

CETA, passed in 2019, aims for Washington’s electrical grid to be carbon-neutral by 2030 and fully decarbonized by 2045. Both initiatives could slow or reverse this progress.

If these initiatives pass, the results could shape the future of the state’s energy infrastructure, affecting not only environmental goals but also energy affordability and economic opportunities in clean technology.

What is the goal of I-2117?

Initiative 2117 in Washington aims to repeal the 2021 Washington Climate Commitment Act (CCA), which established the state’s cap-and-invest program designed to reduce greenhouse gas emissions by 95% by 2050. This program sets a cap on carbon emissions and requires businesses exceeding the limit to purchase emission permits, encouraging reductions in greenhouse gases.

If I-2117 passes, it will...

Strip billions in investment from community priorities in every county — like air quality, transportation and transit service, fish habitat, and preventing wildfires.

Slash billions from the transportation budget, jeopardizing transit services, ferries, and road projects throughout Washington, increasing traffic congestion.

Eliminate crucial funding and grants that support sustainable farming practices. This would hinder efforts to reduce carbon emissions, conserve water, and maintain soil health, putting environmental progress and long-term agricultural productivity at risk.

Why You Should Vote No on I-2117

Saying “No” to I-2117 isn’t just about opposing a single initiative—it’s about embracing a future that works for all of us. A future where our environmental goals are met with smart, inclusive policies that uplift our people, protect our businesses, and respect the needs of all communities.

I-2117 will cut essential programs that help reduce living expenses for Washington residents, including funding for initiatives that assist moderate- to low-income households by providing energy-efficient home heating appliances, allowing them to save on their utility bills.

By working together, we can make clean energy accessible to everyone while safeguarding our environment and communities.

What is the goal of I-2066?

As we strive to build a cleaner, greener Washington, our ability to transition to renewable energy sources is at risk. Initiative 2066, currently set to appear on the ballot this November, has already garnered over half a million signatures as of July 2024.

If passed, this initiative seeks to protect the continued use of natural gas in Washington homes and businesses, effectively stalling critical progress in the fight against climate change. It also protects utility companies, including PSE, from fully transitioning to renewable energy sources, per the Clean Energy Transformation Act and Decarbonization Act.

Impacts of I-2066

I-2066 threatens laws, regulations, and incentives that promote renewable energy sources. It could severely hinder ongoing efforts to make clean energy accessible and affordable for all.

Utility companies will continue investing in outdated technologies and natural gas, shifting the financial burden onto communities, families, and businesses. As a result, natural gas prices will keep rising, with fewer options for affordable renewable energy alternatives to offset those costs.
